1、Confirm the foreign investment access industry (check the Special Administrative Measures for Foreign Investment Access (Negative List); no additional local negative list in Chongqing)
確定外資準(zhǔn)入行業(yè)（核查《外商投資準(zhǔn)入特別管理措施（負(fù)面清單）》，重慶無額外地方負(fù)面清單）
2、Prepare the certificate of overseas investment subject (notarized + authenticated by the Chinese embassy/consulate) and the identity certificate of the legal representative
準(zhǔn)備境外投資主體證明（經(jīng)公證+中國使領(lǐng)館認(rèn)證）、法定代表人身份證明
3、Determine a registered address within Chongqing's jurisdiction (provide property certificate/lease agreement, for commercial use only)
確定重慶轄區(qū)內(nèi)注冊地址（需提供房產(chǎn)證明/租賃協(xié)議，商用性質(zhì)）

二、Official Registration Process（正式注冊辦理流程）
1、Enterprise Name Approval: Submit a name approval application via the online platform of Chongqing Administration for Market Regulation, result available in 1-3 working days
名稱核準(zhǔn)：通過重慶市市場監(jiān)督管理局線上平臺提交核名申請，1-3個工作日出結(jié)果
2、Pre-approval/Filing: Complete approval for industries on the negative list, and finish foreign investment information filing for industries off the list (Chongqing Municipal Commission of Commerce)
前置審批/備案：負(fù)面清單內(nèi)行業(yè)辦理審批，清單外行業(yè)完成外商投資信息備案（重慶市商務(wù)委員會）
3、Industrial and Commercial Registration: Submit registration materials online, collect the Business License after approval (fully electronic, 3-5 working days)
工商登記：線上提交注冊材料，審核通過后領(lǐng)取營業(yè)執(zhí)照（全程電子化，3-5個工作日）
4、Seal Engraving and Filing: Engrave official seal, financial seal, legal representative's seal, etc., and complete filing with the public security department (1 working day)
刻章備案：刻制公章、財(cái)務(wù)章、法人章等，到公安部門完成備案（1個工作日）
5、Bank Account Opening: Open a basic deposit account at a bank in Chongqing and complete the registration of foreign exchange filing information
銀行開戶：選擇重慶境內(nèi)銀行開立基本存款賬戶，完成外管備案相關(guān)信息登記
5、Tax Registration: Go to the competent tax authority to complete tax information confirmation, tax category verification, and collect invoices (can be completed on the same day)
稅務(wù)登記：到主管稅務(wù)機(jī)關(guān)辦理稅務(wù)信息確認(rèn)、稅種核定，領(lǐng)取發(fā)票（當(dāng)日可辦結(jié)）
6、Foreign Exchange Filing: Complete the registration of foreign exchange revenue and expenditure list via the Chongqing Branch of the State Administration of Foreign Exchange (online application available)
外匯備案：通過國家外匯管理局重慶市分局辦理外匯收支名錄登記（可線上辦理）

1、Application for registration of establishment of foreign-invested enterprise
外商投資企業(yè)設(shè)立登記申請書
2、Qualification certificate of overseas investor (notarized and authenticated copy)
2、境外投資方主體資格證明（公證認(rèn)證件）
3、Identity certificates and appointment documents of the legal representative, directors and supervisors
法定代表人、董事、監(jiān)事身份證明及任職文件
4、Registered address certificate (property certificate/lease contract)
注冊地址證明（房產(chǎn)證/租賃合同）
5、Receipt of foreign investment information filing (for industries off the negative list)/approval document (for industries on the negative list)
外商投資信息備案回執(zhí)（清單外行業(yè)）/審批文件（清單內(nèi)行業(yè)）

四、Competent Departments and Application Methods（辦理部門及方式）
1、Main competent departments: Chongqing Administration for Market Regulation (industrial and commercial registration), Chongqing Municipal Commission of Commerce (filing/approval), Chongqing Branch of the State Administration of Foreign Exchange (foreign exchange filing)
主要辦理部門：重慶市市場監(jiān)督管理局（工商登記）、重慶市商務(wù)委員會（備案/審批）、國家外匯管理局重慶市分局（外匯備案）
2、Application method: Mainly fully online (Chongqing Government Service Network/Yukuai Ban App); original copies of some materials need to be submitted for offline verification
